The UK government has rejected key elements of a proposed £10bn rescue package for Thames Water, pushing the country’s largest water supplier closer to possible temporary nationalisation if a revised deal is not agreed. The intervention comes as concerns grow over the company’s financial stability and long-running performance issues.
Environment Secretary Emma Reynolds raised objections to the plan submitted by Thames Water’s lenders, saying it does not adequately protect customers or improve environmental standards. She warned that households should not be forced to “pick up the bill” for the company’s failures, adding that the government is prepared for “all eventualities,” including a special administration regime.
Thames Water which serves around 16 million customers across London and southern England, has been under pressure for years due to sewage spills, leaking infrastructure and mounting debt of nearly £20bn. The utility was also fined £122.7m last year by regulator Ofwat over environmental breaches, the largest penalty of its kind in the sector.
Under the proposed plan, a group of lenders known as London & Valley Water would inject billions in new funding and write off £9.4bn of debt in exchange for some regulatory flexibility. However, the government argues the proposal could delay infrastructure upgrades and weaken environmental protections.
The consortium insists its plan is the fastest route to stabilising the company without taxpayer funding, warning that a collapse would only deepen uncertainty. Thames Water itself says a market-led solution remains the best option, while Ofwat continues to review the proposal ahead of a decision expected this summer.
If no agreement is reached, the government could place the company under a special administration regime, ensuring continued water and sewage services while restructuring the business.
