The war between Russia and Ukraine remains tense as US President Donald Trump criticises Ukrainian attacks on Russian oil refineries, while European leaders reaffirm their support for President Volodymyr Zelenskyy amid growing concerns about Ukraine’s ability to withstand continued Russian assaults. The latest developments came as Zelenskyy met European Union leaders in Brussels on October 16 to discuss military assistance, energy security and financial support ahead of winter.
Trump described Ukraine’s strikes on Russian energy facilities as a “disgrace”, arguing that attacks on oil refineries were contributing to rising energy prices. His comments followed Ukraine’s decision to resume strikes on Russian oil infrastructure after Kyiv accused Moscow of continuing attacks despite a proposed pause in strikes against energy targets.
The disagreement has complicated efforts to reduce hostilities. Trump had announced that Russia and Ukraine had agreed to stop attacking energy facilities, but Zelenskyy said Russian attacks continued, including strikes that damaged power infrastructure and left communities without electricity. Ukraine subsequently resumed attacks on Russian refineries, with Zelenskyy indicating that Kyiv would not continue observing an arrangement that Moscow was allegedly violating.
Meanwhile, European Union leaders have pledged continued backing for Ukraine as Russian missile and drone attacks intensify. Zelenskyy used his Brussels visit to seek additional air defence equipment, financial assistance and energy support to help the country prepare for winter. Ukrainian officials have warned that the country faces a significant funding gap for 2027, alongside substantial military requirements.
The humanitarian and infrastructure consequences remain severe. Russian attacks killed at least three people in Kharkiv, according to local authorities, while strikes in the Volyn region near Poland left hundreds of thousands of people without electricity. Emergency power cuts were also reported in Kyiv as Ukraine’s energy infrastructure continued to come under pressure.
Russian President Vladimir Putin has played down the impact of Ukraine’s attacks on Russian refineries, saying they had caused nothing particularly significant. Moscow has also taken retaliatory steps against assets belonging to European companies, further adding to tensions between Russia and Western governments.
The latest developments highlight the growing diplomatic challenges surrounding the conflict. While Washington has pushed for an agreement to reduce attacks on energy infrastructure, Kyiv insists that any arrangement must be respected by both sides. European leaders, meanwhile, are trying to sustain military and financial support for Ukraine while seeking a path towards a lasting end to the war.
With winter approaching, the protection of energy infrastructure, the availability of air defence systems and the future of international support are expected to remain central issues in the conflict. No comprehensive ceasefire has been established and fighting continues on multiple fronts.
