David Scott, a long-serving Democratic lawmaker who represented Georgia’s 13th Congressional District for more than two decades, has died at the age of 80, just one day after casting his final vote in the US House of Representatives.
His death was confirmed on Wednesday, though no cause has yet been disclosed. Scott had remained politically active until the end, voting “yea” on Tuesday in support of legislation concerning the construction of hydropower projects. He had also been seeking a 13th term in office in the upcoming primary election, despite growing concerns over his health.
First elected to Congress in 2002, Scott built a reputation as a steady and influential figure within the Democratic Party. In 2020, he made history by becoming the first Black chairman of the House Agriculture Committee, a milestone widely recognized as a significant moment in congressional leadership.
House Minority Leader Hakeem Jeffries paid tribute to Scott, describing him as a “trailblazer” who rose from humble beginnings in rural South Carolina to become a powerful voice in Washington. Jeffries praised his dedication to public service and his unwavering commitment to the people of Georgia.
Scott’s passing marks the fifth death of a sitting member of Congress since last year, following the deaths of lawmakers including Sylvester Turner, Raúl Grijalva, Gerry Connolly, and Doug LaMalfa. The recent losses have underscored both the aging profile of Congress and the unpredictable impact such vacancies can have on legislative balance.
Politically, Scott’s death has immediate consequences. His vacant seat slightly strengthens the Republican position in the narrowly divided House of Representatives, where control has been fiercely contested ahead of the upcoming midterm elections. The chamber now stands at 217 Republicans, 212 Democrats, and one independent aligned with Republicans, further tightening the margin.
Under Georgia law, the state’s governor must call a special election within 10 days of the vacancy, with the vote to be held at least 30 days later. The outcome will be closely watched, as even a single seat could prove decisive in maintaining or shifting control of the House.
Despite questions about his health in recent years, Scott had resisted calls to step aside. As recently as 2024, he publicly insisted he remained capable of serving, stating he was “in good health” and committed to continuing his work.
His death closes a long chapter in Georgia politics and leaves behind a legacy defined by persistence, historic achievement, and decades of public service at the national level.
