Tom Tugendhat Set to Take Over as Shadow Foreign Secretary in Tory Reshuffle

Former security minister Tom Tugendhat is set to replace Dame Priti Patel as the Conservative Party’s shadow foreign secretary as Kemi Badenoch begins a major reshuffle of her top team. Patel announced that she was leaving the shadow cabinet to take on a new international role for the party, aimed at strengthening relations with conservative and centre right parties around the world. Her departure will also allow her, she said, to devote more time to representing her Witham and Essex constituency in parliament.

The change marks a significant return to the Conservative front bench for Tugendhat, a former Army officer and security minister who has built a strong reputation on foreign policy and national security issues. He is particularly known for his tough stance on China and his criticism of Beijing’s activities and influence in the UK. Patel, a former home secretary, had served as shadow foreign secretary since November 2024. Her departure comes as Badenoch prepares a wider shake up of the Conservative shadow cabinet. The reshuffle has partly been triggered by the decision of Sir James Cleverly to step down as shadow housing secretary to pursue a campaign to become the next Conservative candidate for Mayor of London. Other changes are also expected as the party adjusts its frontbench team ahead of its autumn conference. The decision to move Tugendhat into one of the Conservatives’ most prominent shadow cabinet positions is likely to be seen as an attempt to strengthen the party’s voice on foreign affairs at a time when international security has become increasingly important in British politics.

With the wars in Ukraine and the Middle East, growing tensions with China and concerns over global security expected to remain major political issues, Badenoch appears to be placing greater emphasis on experience in defence and national security.
